Behind the Curtain of Behind-the-Meter Energy Storage Programs

State officials, utilities and regulators are seeking to plan for increased load from transportation and building electrification, integrate more renewable energy, and prepare for more extreme weather. Behind-the-meter (BTM) energy storage holds immense promise to address these challenges, but incentives remain critical to adoption. This panel will share lessons from pioneering incentive programs with different approaches – Connecticut’s Energy Storage Solutions Program and California’s Self-Generation Incentive Program (SGIP) as well as the use of energy storage at a microgrid located at Twenty-nine Palms Marine Base.  Panelists will share key considerations in designing effective programs – from up-front vs. pay-for-performance incentives, to ensuring resiliency for medically vulnerable customers, to incentivizing systems to discharge during peak hours as well as the many benefits of BTM energy storage for reliability, resiliency and GHG reduction.
